Mark rproxy and docs packages for patch version bump in initial release.
Change test case from (1000 rps, 2000 burst) to (1 rps, 100 burst) to eliminate timing-dependent failures caused by token refill during test execution. With high RPS, refill timing could cause non-deterministic behavior. Low RPS ensures no refill occurs between assertions, making test results stable.
