Implement bot blocking and monitoring

This change implements the bot blocking and monitoring feature (IP blocking and monitoring are not yet implemented.)

This change also includes selective cleanup and a minor fix for Aikido::Zen::Collector::Stats#empty? to consider whether any attack waves were detected, discovered during development.
