Implements a simple auction contract where users can place competitive bids with automatic tracking of highest bidder and refund mechanism for outbid participants.
Owner can end the auction after deadline to transfer winning bid funds, with proper state management (Ongoing/Ended) and event emission for all bid and refund activities.
