url.Valuestype for sending query parameters in the jobs client.When the
updatedAfterfield is set, the RFC3339 encoding will contain a plus sign which has special meaning in URLs. The receiving API will throw an error as the plus sign is replaced with a space and it cannot parse it anymore.Fixed Issue(s)
