I think the wording is potentially a bit unclear

- A name for the repository - this should be consistent with the existing organisational naming conventions
- Whether the repository is to be private or public - and if it is private the [justification](https://www.gov.uk/government/publications/open-source-guidance/when-code-should-be-open-or-closed) for this
- The GitHub username of the person that will be its administrator
- The GitHub team or username of the person that will be its administrator

This reads weirdly now, like it's asking for the team of the person, maybe something like:

The GitHub username of the person that will be its administrator, or the name of the team within the organisation that will perform the administration of the repository
