Prefer bundled WinGet COM activation and log activation source

• prefer the bundled WinGet COM server before packaged COM registration
• add structured activation failure handling for clearer fallback behavior
• surface the selected activation mode and source in logs and WinGet manager status

Validation

• built and launched UniGetUI to confirm bundled in-proc COM activation is selected
• verified ARM64 outputs include the architecture-specific bundled WinGet payload
• confirmed the bundled CLI resources are English-only (EN-US/EN-GB) for the remaining CLI-parsed metadata path
