An attempt to merge the ESGF/COG
develbranch (which includes OAuth2 support) with the Python 3 support from mauzey1/COG.Unfortunately, it would appear that support for PostgreSQL version 9.2 or lower has been lost with the move to Django 2.1+. This may be a problem.
