@pzwsk this PR removes unused code from TH v3.0 for clarity and updates readme accordingly.
@arnaud-morvan before merging please confirm the same code remains available in the previous version branch 2.1 as a backup.

Now we import a geopackage file with administrative divisions and scores.
This remove processing dead code.
I kept a geonode key in settings, as I prefer keeping some logic and templating about further resources.
