Compatibility for the cargo-drone mod.
This change makes cargo drone technology available just before physics so that it can be used for automating intermediates that become high-volume as they are needed for physics.
Cargo drones were made weaker for balancing versus logistic bots. They are meant to work at an intermediate logistics volume between what's suited to bots and trains. In testing, 1 cargo drone has the throughput of 30 logistic bot 2 or 6 logistic bot 4. 1 drone costs about 75% as much as 1 logistic bot 4. A drone moves at half the speed of logistic bot 2.
