fix: add rules.d check, if not exist create it

Hello,

This PR intent to add a check if rules.d is not existing in your OS and create it it does not exist.
I'm running Solus OS, and my rules.d was not existing which mean the solution 1 (linux) from was not working as expected:

1. Open the terminal on your computer.
2. Set up udev rules using the following code snippet:
3. wget -q -O - https://raw.githubusercontent.com/LedgerHQ/udev-rules/master/add_udev_rules.sh | sudo bash
Try again to access My Ledger or perform the Genuine check.
