…bagg. looks like some bugs in current version of webagg so catch those exceptions and ignore them. plots seem to work and update like they're supposed to, but mouse events don't work.

This PR makes several updates to bring this package in line with modern versions of python and python packaging standards. The black utility was used to bring the code formatting into spec with current standards as well.
