Summary

• add full MAPS skill collection under skills/
• include orchestrator, domain skills, smoke harness, and shared smoke tooling
• add skills/install-all.sh for one-command multi-skill installation
• add user guide for maps-aggregator-config-engineer

Notes

• commit excludes compiled Python bytecode artifacts (pycache/*.pyc)
• unrelated repository changes were intentionally left out of this PR
