URF–Astro V2 unifies galactic-scale core formation and cosmological consistency through a dual-screened scalar-field dark matter mechanism. A density-dependent screening stabilizes solitonic cores in galaxies, while a redshift-dependent screening ensures CDM-like behavior at high z, avoiding the Lyman-α suppression. Hierarchical Bayesian fits to SPARC rotation curves outperform NFW and Burkert profiles (ΔAIC > 3.5) with χ²ν < 1, while falsifiability arises from JWST dwarf-galaxy core scaling and DESI DR2 high-k constraints.
