This is the PR for the 2025.3.0 release of Sire. This will allow us to use a consistent base for benchmarking and create initial conda releases for the new ghostly and loch packages.

I'm not sure whether to start a 2025.4.0.dev release, or move to 2026.1.0.dev, since we're close to the end of the year already. (Guess it's easy enough to do another release at the end of December or early Jan.)
