We want to label and opened/re-opened PRs with
waiting-on-maintainersthis uses re-usable workflows merged here: OpenJobDescription/.github#10What was the solution? (How)
Add two workflows:
waiting-on-maintainershere.What is the impact of this change?
Opened and Reopened PRs will get labeled

Same solution was tested for aws-deadline and tested in a fork of deadline-cloud-for-blender:
