…ent networks (#385) Security and Management networks should still require DNAT coverage when other networks have DNAT rules. DNAT to gateway is a valid configuration for these networks and prevents cameras/infra devices from hardcoding alternate DNS. The third-party DNS consistency exemption is retained - it's fine that these networks use gateway DNS instead of Pi-hole.
