Fix Docker API version so can read OCI spec.
The main changes being removal of setting the API version, and using the latest client negotiation (https://docs.docker.com/reference/api/engine/sdk/examples/):
client.NewClientWithOpts(client.WithAPIVersionNegotiation())There's probably better ways, but in lieu of anyone else better fixing it ... ;)
