docs: Add January 2026 changelog with Ready count, suggestion lifecycle, and bug fixes

Creates the January 2026 changelog documenting improvements and bug fixes:

Improvements:

• Ready count on Change History page now includes suggestions with open PRs in addition to unpublished suggestions
• Suggestions stay active when being reviewed—viewing now counts as activity that prevents automatic pruning after 30 days
• Faster suggestion page loading—metadata appears immediately while diff loads in parallel
• Smarter screenshot capture—Promptless now makes better decisions about when to capture fresh screenshots and proactively identifies which screenshots need updating
• Screenshot cropping—Promptless can now crop screenshots to focus on specific UI elements

Bug Fixes:

• Fixed Confluence integration reliability—workspace connection data no longer gets lost during integration refresh operations
• Fixed citation icons overlapping when multiple citations reference the same line
• Fixed citation popup positioning and arrow placement issues
• Fixed comment bubbles extending beyond the editor viewport
• Fixed diff file attachments in Slack notifications for GitHub-migrated doc collections
• Improved reliability of git sync operations when pushing documentation changes
• Improved reliability of git repository access when processing multiple updates simultaneously
• Improved reliability when processing GitHub PRs with many file changes
• Improved reliability of background job processing—jobs now properly initialize cache clients
• Fixed suggestion tracking with multiple doc collections—trigger events now link to the correct suggestions
• Fixed inconsistent default resource configurations in internal evaluation infrastructure
