Motivation:
This PR has changes to run the multi-node rccl test inside the enroot containers from the python test suite.
Steps :

  1. Copy rccl_tests_sbatch.sh to the host node
  2. Trigger sbatch with gpus and rccl_tests_sbatch.sh file
  3. Wait for completion of the job
  4. Print the results once the job is completed.
