Other than for SPRAS developers on Windows, we can revert this after #332.

Per the discussion in #324, having Go in the conda environment does not provide a functional installation on Windows. Until upstream issues referenced there are resolved, it is worse to have a non-functional version Windows users must manually remove before manually installing Go separately.
