MAB-720: Form Update - Section F: Not able to enter text

Description

The problem was that the rich text editor in Section F was sometimes showing TinyMCE’s floating “insert table” popup as soon as users clicked into the field, which made it look like they couldn’t type (and felt like a stuck popup issue when moving through the form). It is now fixed by updating the survey editor setup so the normal editor still works and users can type normally, but the specific empty-field insert popup that was causing the issue is turned off.
