Grafana Wrapper has AddPanelToRow, these updates add AddPanel

No changes needed for current dashboards

CPU & Network created with AddPanelToRow
CPU Usage , Network Traffic created with AddPanel

Tested dashboards, like SSH Tunnel Health, not impacted
