This PR is a work-in-progress, and I could use some help.
I have implemented a class for every currently existing vanilla effect type, as well as a new effect command that is 1:1 with vanilla's overloads.
For each effect type, I tried to approximate the particle color according to information from the Minecraft Wiki, but for whatever reason, the Color class is not at all what it claims to be (rgba), so I have no idea what the format is.
