Make the settings UI still use overridden settings even when no saved settings file exists. Previously, if there was no settings.rfld file, the overridden settings were not used to update the UI elements.

Make the settings UI still use overridden settings even when no saved settings file exists. Previously, if there was no settings.rfld file, the overridden settings were ignored by the UI.
