fixed issue with locking.. it was a static object so it locked for every dynamic notification handler. added a few simple unit test added an intergration test for normal dynamic handler added a new handler type: IDynamicFilteredNotificationManager this gives me the ability to filter the recieptns of the notification

fixed filter manager to use the proper handler fixed the unregistration mess up tested on live crypto currency blazor WebAssembly app with 100s of notices and UI updates a second. cut memory usage from original use of Mediatr.dynamic from 1gb to 300mb, and CPU from 20+% to 2.5%
