Add the possibility to deploy csi-rclone with added custom CAs for mounting data sources.

Manual test steps:
rclonecontainer and check that/etc/ssl/certs/contains the custom CA. Also check thatrclonecan connect tohttps://dcache.cta.cscs.ch:2880/.
