We were installing from debian package libjack-jackd2-dev, which resulted in multiple libjack-dev installations. There was a chance that builds could use outdated headers (more important as we update the version of jack).
This builds and installs a dummy deb package to satisfy other package's dependencies on libjack-dev, and removes the deb package dep completely.
Note that libjack may still be installed, because (from my understanding of deps) that's how lib deps work.
