This draft PR adds a guide on preparing site surface-characteristics data for SUEWS configuration.
It covers land cover fractions, albedo, urban morphology, LAI/phenology, OHM coefficients, and surface conductance, with data-source pointers.
It also adds cross-references from Inputs, Workflow, Typical Values, and Tutorial 02 to improve discoverability.
Validation run: make docs and make test-smoke. Closes #157.
