Looks sensible to me - maybe just include the change for how to deal with the waiting list

Rather than 'move applicants from the waiting list' how about 'notify waiting list about the upcoming event'?

This is something I have donebefore to help me keep track of workshop organisation, in case the organiser needs to hand over to a deputy. Do you think it's useful? Is there anything you would add?
