Added option to limit the width of the desktop notification bar and added monitor-border.js to the polyfills

Enables limiting the width of the desktop notification bar.
Requires another change in MeshCentral, to be PRed soon.

I also added monitor-border.js to the embedded modules in the polyfills. It's required for calling it as a child process.

Me and @silversword411 was talking other day about the monitor-border.js file as its server side (meshcentral) and it can be used now, but we couldn't get it to run!

Not really, @silversword411 told me about it and I gave it a try. It wasn't too problematic, just needed to learn a bit more about MeshCentral and MeshAgent's internals
