This PR adds GitHub Actions concurrency controls so that when new commits are pushed to the same branch/ref, any older in-progress runs are automatically cancelled. This helps reduce redundant CI work.

Workflow triggers are also simplified. Each GitHub workflow can now run on any branch. This enables earlier detection of workflow check failures.
