feat: add node-fetch-v3 support

Description

node-fetch v3 has been released. This PR serves for starting the discussion of updating node-fetch-retry to allow use of v3, which is ESM only. A full conversion of node-fetch-retry to ESM is not necessary when using async import.

Minimum node version required would be 12.20

please fix the failing unit tests for node 10.16, 10.19 & 12.16
