feat(auto): add goals and tasks management dashboard

Summary

• add full goal and standalone task CRUD in the dashboard, including prompt fields that override title-based execution when present
• extend the backend scheduler and goal APIs so schedules can be created, edited, linked back to goals/tasks, and executed against prompt-aware targets
• split dashboard automation UX into dedicated Goals & Tasks and Scheduler pages with fast schedule prefill flows and internal navigation from schedules and run logs
• fix the dashboard shell layout so opening scheduler logs no longer causes the left sidebar to collapse under modal layout pressure
