Repository and very basic build system / server for NICE ontologies. We will add more functionality as required. Currently it supports:

• Build time conversion from OWL Manchester Syntax syntax to Turtle
• Serving of converted ontology files

Assumes we will use the prefix http://nice.org.uk/ns/. .omn files placed in the ns folder will be validated and converted to Turtle. If this process is successful, then the nice/ontologies container is updated on dockerhub.
