- upgrade version of Kubernetes and Minikube used in Integration tests
- the existing version is a bit outdated and no longer supported - https://en.wikipedia.org/wiki/Kubernetes

Seems like some k8s integration tests pass (eg lease tests) but other tests fail (discovery-kubernetes-api). The discovery-kubernetes-api tests fail with ssl handshake issues. I tested with TLS v1.3 in #452 |

@lilun you contributed Kubernetes Lease support. That seems to work well with the upgraded K8s version in this PR. |
