This PR adds a
to_polygonmethod to circle, ellipse, and rectangle (and annulus) pixel/sky region classes that returns aPolygonPixelRegionorPolygonSkyRegionapproximation of the region.The
RectanglePixelRegionalready had ato_polygonmethod.
