nit: Before merging, could you mind adding to the description that this is so that we can use the callDetailed + log handler changes?
It doesn't really matter too much... But I think (for something like this) describing why it is being bumped is more important than summarizing the changes (as we could always be bumping stuff all the time)

This bumps libevm to the latest commit. We do so to include changes to the log handler and ava-labs/libevm#274, which is necessary to implement the
callDetailedRPC in SAE.
