chore(eks-v2-alpha): cleanup the alpha module

Reason for this change

The eks-v2 has been graduated to stable in #36950, we don't need the alpha module anymore.

Description of changes

• rm -rf aws-eks-v2-alpha
• Edited .github/workflows/issue-label-assign.yml to assign @aws-cdk/aws-eks-v2 instead of @aws-cdk/aws-eks-v2-alpha
• removed references to the alpha module in package.json
