- Add packages/create-taco-app/ with postinstall.js (downloads binary from GitHub Releases) and create-taco-app.js (forwards args to taco init)
- Add GitHub Actions release workflow that cross-compiles Go binaries for 5 platforms and uploads them as release assets on v* tags
- Fix Makefile build-all missing GOOS=windows on Windows target
- Update .gitignore for downloaded binaries
