Restructures the Toga web backend to support deployment inserts.
Although this PR adds a presumptive CI configuration, the Testbed app doesn't currently run. This is for 2 reasons:
coverageships a binary platform wheel; Briefcase will try to install the binary wheel for the platform used for deployment, which breaks. This is web build tries to use binary wheels compiled for local machine briefcase#1227.Refs beeware/briefcase#1285.
