WIP - Upgrade to ember 3.2

Remaining work:

• Resolve 6 Ember lint errors about using closure actions instead of sendAction
• Resolve 6 Ember lint errors about potentially leaky state in default properties.

This upgrades Ember from 2.8 to 3.2 and uses a modern version of npm with package-lock.json.
