I had a very similar error to this while importing.
The default shared memory size for docker is 64M while it's 128M for postgres (I guess you could also adjust postgresql.conf)
Locally I fixed this by just setting everything to 2g. Not sure if 128M is enough or if I picked too many or few containers, I just picked everything with postgres in it, this takes way too long to reproduce for me.
