Update dependencies

What does this PR do?

Update project dependencies and fix any issues that show up because of the update.

Additional Notes

While updating I noticed that we're using alecthomas/chroma v0.10.0 while v2.16.0 is out, which was an oversight on my part. I'll open a separate PR for that at a later date, as I imagine the update will be significant.
