Added functions to process data from ISCN dataset; some additional work remains to extract usable, non-degenerate layers from ISCN where there is currently some double-counting. |

These two functions are pretty simple and probably best used in a notebook, since this seems more likely to be an ad hoc processing need than something we will need to productionize. If that's not true, though, it would probably be a small amount of work to make this script support that.
