This PR adds deployment monitoring capabilities to the GitHub repositories plugin, allowing it to fetch and include deployment information with associated statuses as part of the repository evaluation data.
Changes:
- Added three new configuration fields for deployment filtering: lookback period, active-only filter, and failed deployment inclusion
- Implemented deployment fetching with pagination and configurable time-based filtering
- Integrated deployment data into the SaturatedRepository structure for policy evaluation
