feat: todo binary

This will be separate from the main binary as that will house the GUI
in the future. `todo` will be just the CLI to interface with tasks.

I've updated with some changes. The tasks remaining for this PR:

  • Interactive interface for todo create
  • Flags to modify output of different sub-commands
