Separated the code to load the grant data from file from owl post. Implemented the owl post as a Python package (which includes the generic code to load Grant data, the CLI in particular) and used the utility to load grant data by reading the data from file into VIVO. Earlier the code for loading from file was contained in owl post. This pull request separates it from owl post.
