This patch updates pgwire to 0.37, with some important changes:
QueryParserandExtendedQueryHandlerAPI changes. We can use more atomic implementation for result set schema retrieval and parameter type inference, removing duplicated code. Fixes Improve Portal describe #245finishinDataRowEncodermay introduce 3x performance gain
