ci(release): align dispatch pipeline with controller.c PR40

Summary

• switch release workflow to workflow_dispatch with version + prerelease inputs
• add prepare-release stage to validate version, bump workspace version, tag, and create draft release
• move all build jobs to upload artifacts, then publish in a final release job with checksums
• keep dojo.c-specific artifact matrix while matching controller.c PR feat: start working on new update subscription #40 release-dispatch behavior
