Refine Wave issue sidebar layout

Closes #1791

• Generally reworked the Wave issue sidebar layout to have better organization and hierarchy
• Tweaked spacing, sizing, and alignment for the metrics cards and action buttons.
• Refined visual details like button styles, padding, and border radii for consistency.
• Styled compliments points in the sidebar: caution color + bold.
• Moved “Add to Wave Program” CTA into the main action stack when not in a wave; hid edit/empty-state text in that case
• Made the Wave badge interactive: opens edit modal when you can edit; links to the wave page when you can’t.
• Moved “Remove from Wave” into the “Add issue to a Wave Program” modal under the Wave Program picker
